The Town of Landover Hills Call for Maryland Artists Request for Qualifications is hereby amended as follows:
The Call for Artists is hereby extended to include the District of Columbia, Maryland and Virginia (the “DMV”)
Accordingly, the RFQ is open to professional muralists, artists, and artist teams over the age of 18 who are current residents of the District of Columbia, Maryland or Virginia.

TOWN OF LANDOVER HILLS
Landover Hills is a small (~512 residences) municipality that was incorporated in 1945 that is located inside the Washington, DC beltway in northern Prince George's County, Maryland. It is a quiet suburban community situated on approximately 150 acres and contains 4.5 miles of streets. The Town is known for its rolling hills and large mature trees. It is home to many young families, with the average age of its residents being 34. The Town is a diverse community with the majority of its population being Latino and African American. The Town is about 1 mile from the New Carrollton Metro (subway) and MARC station and is close to U.S. Route 50 (John Hanson Highway), the Baltimore/Washington Parkway and the Capital Beltway.
The Landover Hills Town Hall is located in an old fire house that has been renovated. The fire tower is intact. Adjacent to Town Hall is the Landover Hills Playground. The mural will be installed on the exterior wall of Town Hall that faces the Playground. Between the Town Hall and the Playground is a parking lot. It is in this parking lot that many of the Town’s activities are conducted (ie. Halloween Trunk or Treat; Easter Egg Hunt; Landover Hills Days). Next to the Playground is the Town’s Forest Trail. The Town of Land-over Hills Veterans Memorial at Henry Rinck Park is located on Annapolis Road, between 71st Avenue and 72nd Avenue.

PROJECT BACKGROUND AND GOALS
The Town of Landover Hills is renovating the exterior of its Town Hall. As part of that project, the Town would like to incorporate a mural on an exterior wall of the building. The Town has a newly formed Arts Committee that is tasked with seeking a muralist to design the mural and install it. The Arts Committee is excited to announce a local call to professional Maryland mural artists or artist teams to design, fabricate, and install a mural on an exterior wall of Town Hall. The Town received a planning grant from the Prince George’s Arts & Humanities Council to assist with this endeavor. The Town will apply for additional grant funding for the installation of the mural.
The Town Hall Mural Project seeks to accomplish the following goals:
- To evoke a sense of our community, joy, hope, and togetherness in those who view the mural.
- To provide the Town of Landover Hills residents with an enriched environment through the mural.
- To create an inviting community space with engaging public art to promote communal activities.
- To reflect and celebrate the diversity of the Town of Landover Hills community.
SITE LOCATIONS
The mural will be installed on an exterior wall of the Town Hall. The wall is depicted below.
MURAL THEME
Awarded semifinalists will be required to attend a virtual meeting with the Town of Landover Hills Arts Committee to hear thoughts and ideas about the community to help develop their final proposal. However, the mural should celebrate the community known as Landover Hills and be a vibrant representation of the community using the muralist’s personal artistry and design. The mural should not contain any political material or references.
ELIGIBILITY
The RFQ is open to professional muralists, artists and artist teams over the age of 18 who are current residents of Maryland.
PROJECT SCHEDULE
RFQ Released: March 4, 2022
RFQ Deadline: Aprill 11, 2022
Semifinalists Notification: by May 16, 2022
Semifinalists Arts Committee Mtg.: May 18,2022
Semifinalists Proposal Due: June 17, 2022
Selection of Muralist by the Mayor and Town Council: July 18, 2022
Finalist Notification: July 22, 2022
REQUIRED APPLICATION DOCUMENTS
Incomplete or late applications or applications that do not follow the instructions and guidelines will be automatically deemed ineligible for review. The application requires the following documents entered into the application portal:
1) Artist CV or Resume (maximum 2-page length):
Please include name, address, phone number, and email address.
2) Artist Statement (maximum 500 words):
Provide a statement as to why you should be chosen to design the mural and provide at least three (3) Professional References at the end of statement. Include the name, address, phone number and email address for each reference.
3) Three to five images of previous mural projects in jpg format. Please add title, year, dimensions, materials used, a short description of the project, and price or cost of the project per upload.
Submission Deadline- completed applications must be submitted electronically and received by the Town of Landover Hills Arts Committee prior to 5:00 p.m. on WEDNESDAY, MAY 4, 2022. Applications shall be submitted via www.entrythingy.com/d=landoverhillsmd.gov
SEMIFINALIST SELECTION
This RFQ is a two-step process:
- The Town of Landover Hills Arts Committee will review the qualifications of each applicant who responds to the RFQ. The Committee will select up to three semifinalists based on qualifications, prior work, creativity, and overall capacity of the applicant to complete a mural project based on the artist’s/artist team’s uploaded application. Each semifinalist will then enter into a design agreement with the Town of Landover Hills to develop a final concept proposal.
- Mural Concept Proposal: Each semifinalist will be awarded a $300 honorarium to create a specific proposal. The semifinalists will be required to attend a meeting with the Arts Committee to hear ideas from attendees to help develop their proposals. Once funding is secured for the mural, the Artist/Lead Artist whose design is selected as finalist will enter into a fabrication agreement with the Town for the fabrication and installation of the mural. All artwork must be original artwork of the artist/artist team.
EVALUATION CRITERIA- SEMIFINALIST SELECTION
The Town of Landover Hills Arts Committee will review and score eligible applications based on established review criteria to select the semifinalists only. The Committee will participate in a group review of applications to discuss and comment on the merits and deficiencies of applications.
Successful applications shall:
- Contain all required documents within the application portal.
- Demonstrate artistic and design excellence through innovation and originality as evidenced in previous work.
- Demonstrate the artist or artist team leader is a practicing artist with a body of work, particularly murals or large-scale outdoor installations.
- Previous work aligns with the goals and objectives of the project.
SEMIFINALIST REVIEW CRITERIA
Artistic and Design Strength: 40%
- The artist or artist team has demonstrated artistic and design excellence through innovation and originality as evidenced in previous work.
- The artist or artist team artwork fits within the scope and goals of the project.
- The artist or artist team artwork should be appropriate for placement on a building located across from a playground, in an urban pedestrian site, including sensitivities to all ages, social, environmental, historical, and/or other relevant contexts.
Experience: 30%
- The artist or artist team has professional experience including any commissions, collaborations, or projects involving the community and/or site-specific work.
Capacity/Management: 30%
- The artist or artist team is equipped to manage a mural project of the size and scope sought and/or demonstrates a capacity to successfully manage the workflow of a project from implementation to completion which is evident in similar large-scale projects of the artist(s).
SEMIFINALIST MURAL CONCEPT PROPOSAL
The awarded semifinalist artist/artist teams will provide the following by June 17, 2022:
1) A written description of the proposed mural (maximum 500 words);
2) Concept renderings/drawings in jpg format of the proposed mural;
3) List of materials to be used for the proposed mural, including surface preparation and anti-graffiti coating;
4) Mural budget for the proposed mural inclusive of all costs; and
5) A tentative mural production schedule for installation.
The Committee, based upon its evaluation, will recommend a mural concept proposal to the Mayor and Council for its consideration and approval and the approval of an agreement to design and install the mural.

Terms of Entry: By submitting an application, the applicant affirms they have read and agree to the guidelines and qualifications stated in the RFQ. Incomplete applications will be ineligible.
